At 6 a.m. on Sycamore Lane North, the lights are on at 6130, and the bakery case at The Buttered Tin already has cinnamon rolls. Across the aisle, tortillas for Abuela's Mexican Kitchen will later be made on the line, and pasta for Basta Pasta is made in view of the tables. The building is a grocery store. It is also the only place at The Boulevard where you can sit down to a plated meal.
On paper, The Boulevard is a 75-acre redevelopment of the former Prudential campus, southeast of I-494 and Bass Lake Road. Its plans include apartments, a 13-acre park, two waterfront restaurants and a plaza. In practice, more than six months after opening day, all of the dining is under one roof at Coborn's Market & Table. The dates published for the rest of the site point to that arrangement lasting a while.
What's Under the Roof Right Now
Coborn's Market & Table opened March 12, 2026, in a 69,000-square-foot building that anchors the development. When it opened, Bring Me The News reported hours of 6 a.m. to 10 p.m. seven days a week, about 80 indoor seats and a seasonal patio. These are the food counters inside, with hours as the operators list them this fall:
- The Global Table, 11 a.m. to 8 p.m. daily. Minneapolis restaurateur David Fhima runs three fast-casual concepts here: Abuela's Mexican Kitchen, Basta Pasta and Brothers Burgers.
- The Buttered Tin, the third location of pastry chef Alicia Hinze's brunch spot, after Lowertown St. Paul and Northeast Minneapolis. The kitchen serves breakfast and lunch from 7 a.m. to 3 p.m. From 3 to 7 p.m. it switches to bakery, coffee, beer and wine.
- Penny Horse Parlor, a counter for hand-scooped Kemps ice cream, dirty sodas and frozen treats. It has no separate posted hours.
The menus go further than a grocery deli. In its August issue, Plymouth Magazine listed Rigatoni Bolognese from a family recipe, Wagyu Beef Chili, breads made with Fhima's 130-year-old sourdough starter, and Croissant Bread Pudding from his bakery, Mother Dough. On The Buttered Tin's side, the same piece listed the California Turkey Club, the Damn Good Egg Sandwich, Loaded Hash Browns and Bananas Foster French Toast.
A Store Designed to Be the Dining Room
The arrangement was planned. In the same Plymouth Magazine feature, former Coborn's marketing executive Dennis Host said that after the City of Plymouth asked for an anchor tenant on the Prudential site, Coborn's surveyed the community and found the city "wasn't just looking for another grocery store." He described the result this way:
"The impetus behind all of the features that we built into the store was around local, around fresh, around delicious food and community gathering. And so that's what you see in the store. You run into your neighbors there; you run into your friends there."
The details support that. Catherine Potter, Coborn's director of culinary and food service, told the magazine that everything at The Global Table is served on real dishes, with the pasta station and tortilla line in view of the seats. Hinze said her core menu matches her St. Paul and Northeast locations on purpose. The Plymouth location runs longer hours, so a 6 a.m. pastry or a late-afternoon cupcake fits around a grocery run. Emily Coborn Wright, president of Coborn's, Inc., called the chef partners "destinations in their own right, all under one roof," according to Bring Me The News.
That design matters more because the store has no restaurant neighbors yet. Everything else at The Boulevard opens on a schedule that runs into 2027 and 2028.
The Rest of the Site, in Order
Developers told CCX Media on September 3 that the project was halfway complete. Roers Cos. of Plymouth is leading the housing, and Scannell Properties of Indianapolis is leading the commercial side. Here is the order as published:
| What | Status | Timing |
|---|---|---|
| Summit Orthopedics, 6050 Sycamore Lane N. | Open | Since October 2025 |
| Coborn's Market & Table, 6130 Sycamore Lane N. | Open | Since March 12, 2026 |
| Chase, 6140 Sycamore Lane N. | Grand opening targeted | Late 2026 |
| Belterra apartments, 207 units | Leasing | Slated to open early January |
| Fairview Bass Lake Clinic | Announced | January 2027 |
| Jersey Mike's and a dental office, shared building | Under construction | 2027 |
| 7 Brew Coffee | Groundbreaking expected soon | 2027 |
| The Melrose apartments, 212 units | Under construction | Pre-leasing in 2027 |
| Two waterfront restaurant pads | Operators not yet named | No date |
| 13-acre city park with walking trails | Planned | Targeted for 2028 |
Chase moved its Bass Lake Road branch into a standalone building next to Coborn's. The developer said the branch was on track for a grand opening in late 2026, and CCX reported on September 3 that it expected to open in the coming weeks. Fairview's clinic will cover 12,000 square feet. Belterra's amenity list includes a sky deck and sky lounge, a sauna, a cold-therapy room, a golf simulator and an outdoor pool.
Nothing in the next year is a sit-down restaurant. Jersey Mike's is a sub counter and 7 Brew is a coffee stand. Through at least 2027, the plated dinner at The Boulevard stays at The Global Table's counter, which closes at 8 p.m.
The Two Pieces Still Waiting
Two parts of the plan would change the site most, and both are still in planning.
The first is the pair of waterfront restaurant pads between the apartment buildings. Dan Salzer, director of development at Scannell, told CCX that talks with possible operators were ongoing and that he expected it to "come together in the very near future." No operators had been announced as of the site's latest news posts.
The second is the park. In September 2025, a city bulletin said park construction was slated for 2027. This September, CCX reported the park and walking trails were scheduled for completion in 2028. The Sun Sailor described 2028 as when the city hoped to begin development. Either way, the park date is later than it was a year ago. The Sun Sailor describes the park with a public plaza, walking trails, public art, an amenity space and a mini amphitheater for concerts.
The park and the restaurants are the core of what the city asked for. Salzer told CCX that Edina's Centennial Lakes was the original reference point: "Plymouth wanted to see their own version of that. And I think we're well on our way." At Centennial Lakes, the water, the paths and the restaurants are the attraction. At The Boulevard, those are the pieces still to come.
Using It Well This Fall
The Buttered Tin and The Global Table keep different hours, so a few patterns help:
- Breakfast and lunch at The Buttered Tin end at 3 p.m. After that it serves pastries, coffee, beer and wine until 7.
- The Global Table runs 11 a.m. to 8 p.m. every day. That makes it the only option at The Boulevard for an early dinner. You can eat in, carry out or order ahead.
- You can take the meal home in parts. Bring Me The News reported that shoppers can buy many of the ingredients in Fhima's dishes, such as jars of fresh salsa, from the store shelves.
- Plan on eating indoors. About 80 seats are inside, and the patio is listed as seasonal.
- Penny Horse Parlor has no separate posted hours. Check before you promise anyone ice cream.
The next openings worth watching are Belterra's residents arriving in early January and Fairview's clinic the same month. After that, the main news will be the announcement of who takes the waterfront restaurant pads.
